Desde 1998 el concepto de desplazamiento forzado interno ha sido fijado por los Principios Rectores del Desplazamiento Interno. Pese a no ser jurídicamente vinculante, la definición establecida en este instrumento de soft law ha ejercido una poderosa influencia sobre la legislación doméstica y las políticas públicas nacionales diseñadas para enfrentar este fenómeno. Así mismo, ha sido determinante en la forma en la que activistas y académicos conciben esta forma de migración forzada. Dos décadas más tarde cabe preguntase si esta definición ha logado ser un instrumento efectivo para la protección de las personas que han sido desarraigadas, o si por el contrario, es necesario revisarla. Desde la Red Latinoamericana de Desplazamiento Forzado queremos abrir esa discusión.

Yet knowledge of the issue is fragmented and highly dispersed across a range of academic and policy domains.
